No. Under Laos law, it is always the landlord who pays the rental tax.    

What is the maximum number of years lessee can rent for?

Do I Need to Pay in Advance For Renting a House in Laos?
A Landlords expect to be paid in when renting a house in Laos. Most will expect six to 12 months payment in advance with a single month payment if you are renting an apartment.
